of Arkansas-Fayetteville EXPERIENCE: Peters & Associates, Engineers Inc. Mr. Simmons rejoined Peters & Associates, Engineers Inc. as Vice President to conduct traffic signal design projects, traffic systems development, commercial and residential site development projects, and accident review analysis. City of Little Rock, Arkansas Mr. Simmons was the Traffic Systems Engineer responsible for design,
operation and maintenance of the City's signal system. This system is comprised
of 240 intersections with 125 intersections operated by a central computer
system and approximately 75 intersections on closed loop systems. Additionally,
Mr. Simmons was responsible for review and approval of all street lights in the
City, and for enforcement of parking regulations in the Central Business
District. Additionally, he was an instructor for the University of Arkansas at
Little Rock from 1990-1992 for Introduction to Computer Aided Design. Mr. Simmons was the Vice President and Transportation Analyst in charge of
timing plan development, sign inventories, signal design and traffic related
studies for commercial development projects. Mr. Simmons was also the Project
Manager for the Traffic Engineering Assistance Program for the State of
Arkansas. This program was administered by Peters & Associates, Engineers
Inc. for five years. Mr. Simmons was the Transportation Analyst in charge of timing plan
development, sign inventories and signal design for the Little Rock office. State of Arkansas Highway Safety Program Mr. Simmons was the Engineering Administrator in charge of railroad/highway grade crossing protection upgrade program through Section 405 of the Highway Safety Act. Mr. Simmons was promoted to the position of Assistant Director in 1978 and was responsible for the Annual Work Plan and all personnel actions. City of Little Rock Traffic Engineering Division Mr. Simmons held various positions of increasing responsibility. He started as a Traffic Technician, was promoted to Assistant TOPICS Study Director and then to Assistant Director.
