RESUME LEE A. GIBBONS PETERS & ASSOCIATES ENGINEERS, INC. Retired: Arkansas State Highway and Transportation Department (AHTD) EXPERIENCE: Arkansas State Highway and Transportation Department Mr. Gibbons was first employed by AHTD in 1953 as a Junior Statistician in the Statistics and Analysis Division. During this time his duties were varied and included: speed studies, traffic surveys, and supervision of the traffic survey crews. After receiving steady upgrades and various title changes, Mr. Gibbons was transferred to the Traffic Engineering Section. In the Traffic Engineering Section he was afforded the opportunity to advance to the position of Traffic Engineering Technician. In this position responsibilities included frequent contact with the public involving a variety of issues. Included in the work performed by Mr. Gibbons were school crossing safety studies, high accident locations analysis, parking studies, and speed zone studies. During this phase of his employment with AHTD, Mr. Gibbons continually accepted new and more demanding responsibilities. He earned certification as an Engineering Technician and was promoted to head of the Traffic Safety Unit, in charge of all highway safety work for AHTD. Mr. Gibbons spent a great amount of his time working with mayors and County Judges relative to their concerns for traffic safety problems and needs. He is experienced in the conduct of open public meetings with local officials and the citizens and has a successful record of communicating technically detailed findings and recommendations for needed changes. In 1976 Mr. Gibbons has recognized for his management skills, logic and demonstrated ability to work with others, and was transferred to the Traffic Division where he assumed the position of Section Head of Traffic Services. Responsibilities of the assignment included the fabrication and installation of all traffic control signs and pavement markings on the Arkansas highway system. This position also required clear written and verbal communication skills in dealing with the public, District Engineers, City and county officials, etc. During this engagement, Mr. Gibbons supervised approximately fifty-five employees and provided training workshops for them. From this position Mr. Gibbons accepted early incentive retirement in 1988. Banner Sign and Barricade Company Mr. Gibbons was named General Manager for this Arkansas based traffic control and barricade sign company in 1988. He was responsible for promoting sales and the supervision of the company's operations. Achievements Study Director of TOPICS (Traffic Operation Procedures Increasing Capacity and Safety) for Arkansas. Studies were successfully completed in Batesville, Hot Springs, Fort Smith, Fayetteville and several other smaller cities. Member of National Committee for Value Engineering of Sign Maintenance. Certified Work Site and Traffic Supervisor.
